"These are the words that Moshe said to all the Jewish People"

Rashi explains that since these are words of rebuke and reprimand as Moshe lists the times which the Bnei Yisroel angered Hashem, Moshe therefore disguises his comments and refers to these incidents only obliquely, out of respect for the Jewish people. The Klei Yakar adds the requirement for every leader of the Jewish people who has a responsibility to occasionally rebuke and reprimand a community to take a lesson. One should not spell out the details of the error before all. Rather hint towards the problem and all those who understand that the words may be directed at themselves should take a lesson.

The Rebbe of Kossov would say, "When I say words of rebuke and reprimand , I do not mean anyone explicitly. If however someone feels I am speaking of him, indeed, that is what I intend.

Moshe spoke words of rebuke to the Jewish People but to Hashem Moshe only spoke in praise of the people, never in their disgrace.

A wandering Maggid who would visit a village or town and rebuke the people about their misdeeds was a common sight in Europe of old. Such a Maggid turned up in Berditchiv before R' Levi Yitzchak and requested permission to speak in the main Shul in town. R' Levi Yitzchak agreed on condition that the Maggid would not rebuke the people or mention any misdeed that they may be doing. He should only speak words of Torah and praise Jews. The Maggid agreed to the conditions.

In the course of his speech the Maggid fell into his regular routine and began to castigate the people.

R' Levi Yitzchak stood up in middle and said, "Master of the world, do not listen to this man, the Jewish people love you and seek to do your will. This unfortunate poor Maggid, who has many difficulties, his family has no food and therefore express his anger and sadness." Turning to the Maggid he said, "Do not complain to the people, complain to Hashem that he makes it so difficult for the Jewish people to fulfil his commandments and yet they do so. Hashem does not live up to his responsibilities to care for the Jewish people and bring Moshiach. Rebuke Hashem and not his people.
